Yes. Each tag pairs independently, so mix them however you like — two on Apple Find My, three on Google Find Hub. A single tag uses one network at a time; to move it to the other side, reset it and pair it again.
Neither. It uses the tracking network already built into your phone, and you pay once. The tag itself doesn't need internet — the devices around it do the relaying.
